authz and passwd of svnserve not reloaded on change - windows7

Hello,

I administrate subversion (tigris) 1.6.18 and 1.7
I installed successfully a few of repositories in both versions, and I have the issue when I change the password or when I add an user, it is mandatory to restart the service manually ......
If I do not the manual restart, the changes are not taken in count.

Is there someone who had this issue ?

I searched a lot on the internet, in the forums, I did not find any help on this issue ......
